"That's the plan," Perry said Friday on the first day of training camp, two days after sustaining the injury.
"I tripped on a step and rolled it. It's a small fracture," he said. "It's frustrating that it happened two days before camp. I was getting excited to be around guys and get on the ice with them. It's a setback, but I'll be ready."
Dallas general manager Jim Nill said Perry will be reevaluated in two weeks.
"He should be skating after that, but it depends on how it heals," Nill said. "He will not be on the ice for two weeks and we'll do another image [then]. He took a fall on his foot and tried to get his skates on but couldn't do it."
Perry signed a one-year, $1.5 million contract with the Stars on July 1 after playing 14 seasons with the Anaheim Ducks, who bought out his contract June 19. The 34-year-old is the Ducks leader in games (988), is second in goals (372), and is third in assists (404) and points (776).
Perry was limited to 31 games last season after recovering from surgery on his right knee and had 10 points (six goals, four assists). The last time he scored more than 19 goals was 2015-16, when he scored 34, his sixth NHL season with at least 30.
Perry said the recovery time from the knee surgery affected his play last season and he was feeling fine before injuring his foot.
"It was tough last year," he said. "You miss four months of the season and 50 games, that's three quarters of the season. Guys are flying around and you're just trying to get on the ice for the first time. That was hard and I don't wish that upon anybody. This one isn't going to take as long and I'll be ready to go once I get back and get cleared."
Perry's injury should not have any long-term impact on the Stars, coach Jim Montgomery said.
"For us, we've got 60 players and are trying to get down to what our final roster is going to be. We're looking forward to three great days and moving on," Montgomery said. "For him, it's an unfortunate setback. For us, whenever he gets back, hopefully it's opening night. If it's not, it's like we're adding a star player when he does come back. It will be good energy."
