No, it does not. The location-based messages will be triggered on your device regardless of whether the app is open or not.

No, it currently is only offered in the Arena app.

Bluetooth can be turned on or off in the Settings app on your device or by swiping up from the bottom of your screen and tapping the Bluetooth button.
