In 2023, the NHL Foundation U.S. Board of Directors convened and approved the Foundation’s new direction. Formerly known as the National Hockey League Foundation, it now operates as the NHL Foundation U.S., Inc., with a renewed mission to strengthen communities and improve lives across the United States through the game of hockey. By promoting access and fostering positive experiences both on and off the ice, the Foundation aims to create positive social impact and support the health and well-being of individuals and families through the sport. The Foundation’s work centers on five core pillars: Youth Development, Health & Well-being, Equal Opportunity, Pathway to Hockey and Operation Line Change. In 2024, the NHL Foundation U.S. also launched the Empowerment Grant for Girls Hockey.

NHL Foundation U.S., Inc. is exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code.

Bill Daly

Bill Daly | Chairman/Director

Bill Daly is an attorney and the current Deputy Commissioner of the National Hockey League. Bill oversees the NHL's relationships - including negotiating and administering necessary working agreements - with the NHL Alumni Association, American Hockey League, Canadian Hockey League, Hockey Canada, and USA Hockey. He was a former NHL vice president and chief legal officer. Before joining the NHL front office, he worked for the New York law firm of Skadden, Arps, Slate, Meagher & Flom, LLP. Bill received his bachelor's degree from Dartmouth College and his law degree from New York University School of Law. He has served on boards for the Sports Development Corporation of the City of New York, and the Sports Law and Antitrust Law Committees of the Association of the Bar of the City of New York and is a board member of the Hockey Hall of Fame.

Kim Davis

Kim Davis | President/Director

Kim Davis is the Senior Executive Vice President, Social Impact, Growth Initiatives & Legislative Affairs for the National Hockey League. Ms. Davis spent over 30 years in the financial services industry. She was the Managing director of Global Philanthropy and CSR, President of the JPMorgan Chase Foundation, and a member of JPMorgan Chase’s Executive Committee. Her responsibilities included: overseeing the firm’s approximately $218 million in annual giving; employee volunteerism; civic engagement; community relations; and strategic corporate marketing programs. Prior to joining the NHL executive leadership, Ms. Davis was Senior Managing Director and founder of Teneo Diversity and Inclusion. Ms. Davis earned a bachelor’s degree in Economics and Finance from Spelman College in Atlanta. She completed ARC International’s Advanced Leadership Program and the Aspen Institute Executive Program.

Joseph DeSousa

Joseph DeSousa | Treasurer/Director

Joseph M. DeSousa joined the National Hockey League in July 1990 as Controller and was named Senior Executive Vice President and Chief Financial Officer in 2023. He has served as a key member of the League’s executive negotiating team for collective bargaining agreements with both the NHL Players’ Association and the NHL On-Ice Officials’ Association. Joseph played a pivotal role in shaping and advancing the League’s economic framework, including the development of the “player-payroll cap,” revenue-sharing systems, and the foundational principles of Hockey Related Revenue (HRR). These initiatives have been instrumental in fostering unprecedented competitive balance and driving record revenue growth across the League. Prior to joining the NHL, Joseph worked at Ernst & Young and served as Director of Finance for Clarke Transport. He holds a degree in public accountancy and management information systems from McGill University.

Jeff Scott

Jeff Scott | Secretary/Director

Jeff Scott is a sports management executive with over 18 years of experience leading community investment and youth sports development strategies across the NBA and NHL. Currently, as Group Vice President of Community Development and Growth for the National Hockey League, Jeff supports and advances the League’s mission to redefine hockey as the standard for inclusive, accessible, and community-focused sports experiences. He also guides the philanthropic and community investment efforts of all 32 NHL Clubs, Minor Hockey affiliates, and youth organizations in the areas of culture, participation, social impact, and sustainability. Jeff holds a B.A. in Sociology from Wofford College, where he was a four-year letter winner and two-year football team captain.

Corey Blay

Corey Blay | Director

Corey Blay is a senior leader at New York University, currently serving as Senior Director for Pathways Strategy, Implementation, and Outreach at NYU’s Center for Faculty Advancement. He also serves as Associate Director for Graduate Leadership Programs at NYU Wagner and Adjunct Assistant Professor of Public Service. His work focuses on faculty development, educational access, and leadership training. Corey began his education career nearly two decades ago at Fieldston as a history teacher and Diversity Coordinator. He later joined Teach For America, where he created a mentorship program to support and retain staff of color and individuals from low-income backgrounds. Corey holds an M.B.A. from NYU’s Stern School of Business and a Master’s in Public Administration from the Wagner School. Before his current NYU role, he was Director of Manhattan Country School and led NYU’s Leadership Initiative, launching a scholarship program at Stern for first-generation, low-income students.

Rachel Segal

Rachel Segal | Director

Rachel Segal began her career at the NHL as a sports and entertainment producer who specializes in large-scale event and creative content production. After graduating from the University of Michigan in 2012 with a B.A. in Communications, her professional career began at IMG Productions, where she rose in the ranks to become a Production Coordinator of the media giant’s production arm. While at IMG, Rachel worked on a variety of annual sports and entertainment productions. In 2016, she translated her NHL events experience into a full-time role at the NHL as the Senior Director of Events and Entertainment. She was promoted to Vice President, and she managed the entertainment production for up to 10 globally-televised events per NHL season. In addition to working on the NHL’s tentpole events, Rachel fueled her personal passions by developing new creative programming concepts and collaborating with NHL’s Social Impact, Growth Initiatives and Legislative Affairs (SGL) department to produce humanitarian and community-based initiatives. In 2023, Rachel joined the SGL team as Vice President, Social Impact & Strategic Integration, to help operationalize and strategize all the League’s SGL programming and initiatives. In addition, Rachel acts as “chief-of-staff" for the department’s Senior Executive Vice President Kimberly Davis and leads the NHL’s longest-standing philanthropic initiative, Hockey Fights Cancer. While she grew up just outside of Washington, D.C., Rachel currently resides in New York City, where she enjoys living out her “foodie” dreams in her free time (but her current residency status does not affect her diehard fandom of her beloved Washington Capitals)!

David Zimmerman

David Zimmerman | Director

David Zimmerman is Senior Executive Vice President, Chief Legal Officer, and General Counsel of the National Hockey League. He oversees the League’s Legal Group and advises on a wide range of matters, including collective bargaining, grievance arbitrations, corporate and real estate transactions, employment matters, and litigation. He also plays a role in the League’s business and compliance operations as one of its Compliance Officers. Before joining the NHL, David was an attorney at Proskauer Rose. He earned his B.A. in Accounting and Business Administration from SUNY Albany and his J.D. from Boston University School of Law.

Greg Packer

Greg Packer | Director

Greg Packer is the Founder and CEO of AccessPoint, LLC, with a distinguished career in the Professional Employer Organization (PEO) industry. In 2000, Greg launched AccessPoint, expanding the company’s offerings into HR compliance, staffing, healthcare IT, accounting services, and safety management. Under his leadership, AccessPoint executed seven acquisitions, and in 2019, Vensure Employer Services acquired a controlling interest in the company. Greg also partners with StartUp Nation as an advisor, investor, and leadership coach for tech startups. Greg has held numerous leadership roles, including chairing the National Association of Professional Employer Organizations (NAPEO) and the Federal Government Affairs Committee. He played a pivotal role in the passage of federal legislation like the “Small Business Efficiency Act” and in establishing Public Act 603 in Michigan, defining PEOs’ role as employers of all worksite employees. Beyond the PEO industry, Greg has a passion for hockey, shown through his role as Director of Women’s Hockey for the Little Caesars AAA Hockey Organization, an elite hockey program founded by Mike and Marian Illitch known for developing young players in Michigan. In his personal life, Greg and his wife, Laura, have four grown children—Spencer, Madison, Bennett, and Daryn—and enjoy time with their family. Greg is an avid ice hockey player.

Jared Maples

Jared Maples | Director

Jared Maples serves as Senior Executive Vice President and Chief Security Officer for the National Hockey League (NHL). Under his leadership, the Security Team is responsible for protecting the people, brand, and economic assets that comprise the NHL. He oversees all matters involving physical security, strategy, policy development, investigations, and the integrity of the game. Mr. Maples also serves as Alternate Chairman on the US Department of Homeland Security’s Sports Leagues Security Council and is a board member of the National Center for Spectator Sports Safety and Security (NCS4). Prior to joining the National Hockey League, Mr. Maples was appointed as Director of the New Jersey Office of Homeland Security and Preparedness (NJOHSP) in May 2017. As the federally designated Homeland Security Advisor to the Governor, Mr. Maples served in both Governor Murphy's and Governor Christie's cabinet and was responsible for coordinating and leading New Jersey's counterterrorism, cybersecurity, and emergency preparedness efforts. Before his appointment at NJOHSP, Mr. Maples spent over a decade at the Central Intelligence Agency (CIA) in a variety of leadership roles. He also worked at the US Department of Defense in the Office of the Secretary of Defense. Mr. Maples earned an Associate of Arts in Government at Valley Forge Military College, a Bachelor of Arts in Political Science at Villanova University, and a Master of Business Administration at Georgetown University.

Steve Mayer

Steve Mayer | Director

As President, NHL Content & Event, Steve Mayer’s day-to-day duties include developing and executing
all League marquee events, creating engaging NHL content, and managing the League’s partnerships with
national broadcast networks.

Since joining the NHL, he has been the creative force behind several of the League’s most buzzworthy
moments and storytelling initiatives.

As the head of NHL Productions, Mayer has delivered a myriad of successful NHL projects from concept
to completion, including Quest For The Stanley Cup, Road to the NHL Winter Classic, Amazon’s All or Nothing:
Toronto Maple Leafs, Hockey 101 with Snoop Dogg, The Great One on 1 with Wayne Gretzky, Skates Off, Cup
Confidential, Behind the Glass, Lazlo Holmes, as well as the Sports Emmy-winning Welcome to the NHL.

For the 2024-25 season, Mayer is an executive producer of the trio of programming Amazon is
introducing to Prime members – Prime Monday Night Hockey, which will stream national regular-season games in
English to fans in Canada; the NHL Coast to Coast live, weekly wrapround studio show available in Canada; and
the FACEOFF: Inside the NHL docuseries produced in collaboration with Box To Box and NHL Productions
available worldwide.

Mayer also is the executive producer for each NHL tentpole event, including the NHL Winter Classic, NHL
All-Star Game, NHL Stadium Series, NHL Heritage Classic, NHL Awards and NHL Draft, among other events.
Due to his strong connections in music and entertainment, Mayer and his team have organized and booked top
talent for NHL events and initiatives, including Justin Bieber, Chance the Rapper, Drake, Keith Urban, Jonas
Brothers, Kenan Thompson, Tate McRae, Michael Bublé, Will Arnett, Green Day, Lil Nas X, Snoop Dogg, Keith
Urban, Fall Out Boy, The Killers and many others.

Mayer is a graduate of Ithaca College. The native of Union, N.J. currently lives in West Caldwell, N.J. with
his wife and two daughters.

Former U.S. Congressman (NY-24), John Katko is a nationally respected bipartisan leader who co-founded the Congressional Hockey Caucus and led the Willie O’Ree Congressional Gold Medal Act to House passage in 2022. A former DOJ prosecutor and now Senior Advisor at HillEast Group, Katko is also a proud alum of the Congressional Hockey Challenge – and its 2015 MVP.

Colonel Jon Lauder (USMC, Ret.)

Colonel Jon Lauder (USMC, Ret.)

Now Senior Advisor for Congressional Affairs at the U.S. Department of Veterans Affairs, Col. Lauder is a decorated combat veteran and lifelong hockey player who has led military-connected hockey initiatives around the globe. Through Warrior For Life Fund and partnerships with NHL alumni, he’s raised critical funds to expand adaptive hockey and healing therapies for veterans and their families.

Foundation - About - Rob Wooley

Rob Wooley | Executive Director

Rob Wooley is a senior executive with more than two decades of experience at the intersection of public policy, professional sports, government affairs, and nonprofit leadership. He currently serves as Vice President of Legislative Affairs and Executive Director of the NHL Foundation, where he leads the National Hockey League’s U.S. federal legislative strategy and directs the League’s philanthropic initiatives across North America.

Rob’s career began on Capitol Hill, working for a member of Congress, where he developed a firsthand understanding of the legislative process and the power of public service. That experience led him to the Brookings Institution and other nonpartisan policy research organizations in Washington, D.C., where he deepened his expertise in public policy and built lasting relationships across the federal landscape. He also spent time in Michigan working on land use policy—bringing together local governments, private landowners, and tribal leaders to build coalitions around sustainable development and conservation efforts.

He joined the NHL in 2007 and helped shape the League’s community relations strategy, playing a central role in the evolution of its original diversity programming into Hockey is for Everyone—an umbrella initiative promoting inclusion, access, and allyship across all communities. In 2012, Rob brought that same strategic vision to the National Football League, where he led a major revitalization of Detroit Lions Charities, expanding its impact through new partnerships and a stronger connection to Detroit communities.

Since returning to the NHL in 2016, Rob has overseen the relaunch of the NHL Foundation with a renewed vision focused on measurable impact, equity, and grassroots support in both the U.S. and Canada. He also played a key role in the passage of the Willie O’Ree Congressional Gold Medal Act, which recognized the NHL’s first Black player and longtime diversity ambassador for his contributions to growing the game.

Rob holds a Master of Science in Public Policy from George Mason University and a Bachelor of Science in Public Policy and Public Administration from Oakland University. He has also completed executive education programs in Sports Philanthropy and Government Affairs, and is a Chopra Certified Meditation Instructor.

Outside of work, Rob is a proud father of three and a lifelong music enthusiast with a deep appreciation for everything from the Grateful Dead to Bob James—and a soft spot for getting lost in the smooth grooves of 1980s yacht rock.

Foundation - Staff - John Sanful

John Sanful | Senior Manager

John Sanful is Senior Manager of the NHL Foundation U.S. and NHL Foundation Canada, where he oversees all grantmaking activities and serves as a steward of the Foundation’s grantee relationships.

Previously, John served as Executive Director of Ice Hockey in Harlem (2011–2018), where he led efforts to introduce thousands of Harlem youth to the sport of ice hockey while advancing academic opportunities and life skills development. Prior to that, from 2004 to 2011, he was Executive Director of Career Gear, a nonprofit that provides underserved men with professional attire, interview coaching, and support toward economic independence.

John’s board leadership includes service with The Fortune Society, which supports the successful reentry of formerly incarcerated individuals, and WhyHunger, a global grassroots organization dedicated to ending hunger and poverty.

He studied political science at Iona College and is an alumnus of the Coro Foundation’s Leadership New York program (2006). In 2008, John was selected as a Founding Fellow of the Tenenbaum Leadership Initiative at The Milano School of Management and Urban Policy at The New School.

Foundation - Staff - Taylor Iacono

Taylor Iacono | Assistant

Taylor Iacono joined the NHL at the start of 2025. She assists in the NHL Foundation U.S. and NHL Foundation Canada’s day-to-day projects, events preparation, donor engagement, charitable initiatives, and outreach with the foundations of our 32 clubs. She brings a wealth of experience from her public service position, where she most recently served as Outreach Director for a former U.S. Congressman.

In her previous federal government role, she played a pivotal part in coordinating public events and constituent engagement efforts, planning and executing large-scale fundraisers while managing donors, and overseeing communication with local, state, and federal government agencies. Taylor also managed the district office’s internship program, including interviewing, hiring, and mentoring interns while ensuring a positive and professional experience for both the team and the community.

Taylor graduated in the top 5% of her class from Adelphi University with a dual major in Psychology and Criminal Justice. She is a former Division II collegiate soccer player and continues her love of the game by coaching future generations on Long Island. She defies local expectations as a lifelong Philadelphia Flyers fan!

Foundation - Staff - Haley Skarupa

Haley Skarupa | Ambassador

Haley Skarupa is the inaugural ambassador for the NHL Foundation. She is a 2018 Olympic Gold Medalist and 3x World Champion. Over her ten years with the US National & Olympic Team, Rockville, MD native Skarupa helped Team USA win gold at the 2015, 2016 and 2017 World Championships as well as winning the gold medal at the 2018 Olympic Games in Pyeongchang, South Korea.

Before winning an Olympic Gold Medal for Team USA in 2018, Haley scored 244 points in 144 games in college and is the second highest scorer in Boston College history for both men and women. She is an NCAA All-American and was a finalist for the Patty Kazmaier Memorial Award in 2015 and 2016, representing the NCAA’s top female hockey player.

As a Professional player after college, Haley was drafted 5th overall to the NWHL, and later played in the Professional Women’s Hockey Players Association, representing the New England region and Team Sonnet up until 2023. Haley is now the Head Scout for the US Women’s National and Olympic Team Programs at USA Hockey.
