Bowey, a defenseman born in Winnipeg, was taken by the Washington Capitals in the second round (No. 53) of the 2013 NHL Draft after helping Canada finish first at the 2012 Ivan Hlinka Memorial Tournament and 2013 IIHF World Under-18 Championship. He finished 2012-13, his second season with Kelowna of the Western Hockey League, with 30 points (12 goals, 18 assists) in 69 games.

Bowey turned pro in 2015-16 with Hershey, Washington's affiliate in the American Hockey League. He made his NHL debut for the Capitals against the Philadelphia Flyers on Oct. 14, 2017 and scored his first NHL point, an assist, against the Vancouver Canucks 12 days later.
Bowey scored 12 assists in 51 regular-season games in 2017-18 but did not dress during Washington's run to the 2018 Stanley Cup. He was traded to the Detroit Red Wings on Feb. 22, 2019 and scored his first goal for them against the Tampa Bay Lightning on March 14.
