Harkins, the son of former NHL forward Todd Harkins, was born in Cleveland but grew up in North Vancouver, British Columbia, and has played internationally for Canada. He was selected by the Winnipeg Jets in the second round (No. 47) of the 2015 NHL Draft following his second full season with Prince George of the Western Hockey League.
After two more seasons with Prince George, Harkins turned pro, spending all of the 2017-18 season and most of 2018-19 with Manitoba of the American Hockey League.

He began the 2019-20 season with Manitoba, but after putting up 31 points (seven goals, 24 assists) in 30 games, he was called up by the Jets and made his NHL debut on Dec. 21, 2019, earning an assist in a 6-0 win against the Minnesota Wild. He scored his first NHL goal and had an assist on Andrew Copp's game-winner in a 4-2 victory against the St. Louis Blues on Feb. 6, 2020.
