Scott Laughton had two goals and two assists for the Generals while Lucas Lessio added a single goal.
Geoffrey Schemitsch chipped in with two assists of his own.
Ryan Strome led the IceDogs with two goals and an assist, Dougie Hamilton had a goal and an assist and Steven Shipley scored a single goal.
Daniel Altshuller turned away 46 shots for the victory while Mark Visentin stopped 30 of 35 shots in defeat.
The Generals came into the game 0-for-11 on the powerplay in the first two games of the series, but went 2-for-5.
Niagara was 8-for-15 with the man-advantage in the playoffs, but went just 1-for-6 in this contest.
The IceDogs now lead the Eastern Conference first-round series 2-1 with Game 4 to be played on Wednesday in Oshawa.
